About Us
A Track Record of Success
We have a deep history of success investing, developing, and operating in the environmental services sector through the independent sponsor model.
We’ve bought more than 100 companies and created tremendous value for owners and investors alike. This came through great leadership, true entrepreneurial spirit, and treating people like family.
Today, we continue our focus in the Environmental Services sector and have developed fresh strategies to meet the needs of today’s changing industry. Our young entrepreneurial team brings diverse experience from their backgrounds in several industry sectors.
Our Core Strategies:
1. An independent sponsor model where we partner with business owners as they transition out or look for new ways to grow.
2. A senior subordinated debt and minority equity strategy where we give business owners another avenue for growth.
Our History
1990
Laurel Mountain Partners founded
Jeff Kendall, Andy Russell, and Don Rea spun out of a regional investment bank to form Laurel Mountain Partners. They took an interest in the solid waste space and the potential to acquire and develop assets in the sector using creative financing strategies.
1992-1996
Cougar Landfill and Thermafiber
In 1992, we developed, permitted, and built a new construction and demolition landfill in Houston, Texas called Cougar Landfill. We sponsored the project and invested equity, financing the remainder with tax-exempt bonds, and later exited through a sale to Sanifill. Then, in 1996, Laurel Mountain invested equity, alongside senior debt provided by Comerica bank, to acquire a division of USG that manufactured mineral wool in a leveraged buyout.
1996-2015
Liberty I, II, III, IV
Four separate Liberty Waste companies were built wherein over 50 companies were purchased, integrated, operated, and ultimately sold to public companies or private equity-backed firms. We also built the nation’s largest scrap tire recycling business, Liberty Tire Recycling, by acquiring, integrating, and operating 45 companies throughout the US and Canada.
2015-2024
Lewis Clark, Pro Disposal, and Telluride Waste Service
We’ve continued to build our place in the solid waste management history books, building three integrated waste management companies: Lewis Clark Recycling and Disposal, Pro Disposal USA, and Telluride Waste Services dba Bruin Waste. Lewis Clark and Pro Disposal both had successful exits, and Bruin Waste has become the largest independent waste hauler on the western slope of Colorado.

Andy Russell
In Memoriam
Andy Russell was an extraordinary individual and an inspirational leader. As the Captain of the Pittsburgh Steelers for ten years, he played a pivotal role in the team’s first two Super Bowl victories. During his remarkable 14-year career, Andy earned widespread acclaim, including seven Pro Bowl selections—an achievement that surpasses many Hall of Famers and underscores his deserving place among football’s greats.
What truly set Andy apart was his resilience: he never missed a single game throughout high school, college (University of Missouri), and his NFL career. Playing through injuries was a testament to his unmatched toughness and dedication.
Beyond football, Andy made his mark in the business world as the founder of Laurel Mountain Partners in 1990, alongside Don Rea and Jeff Kendall. This followed a successful tenure leading the Pittsburgh-based public finance investment bank, Russell, Rea & Zappala. Andy was instrumental in building Laurel Mountain Partners, contributing significantly to its successes in solid waste and scrap tire recycling ventures.
Andy’s philanthropic efforts were equally inspiring. He established the Andy Russell Children’s Hospital Golf Tournament in the early 1970s, co-hosting with Arnold Palmer. Over its 40+ years, the tournament raised millions of dollars for Children’s Hospital, UPMC, and numerous other charities that were close to Andy’s heart.
Sadly, Andy passed away this past spring, leaving behind a legacy that will endure in the hearts of all who knew him. He is deeply missed, but the memories of his kindness, strength, and vision remain a source of inspiration for us all.
Don Rea
has been a financial visionary since his early career in investment banking. At just 22, he earned his MBA from the University of Chicago and quickly made a name for himself by pioneering innovative financing strategies. Notably, he convinced Kmart to leverage its credit behind tax-exempt bonds for shopping center developments, facilitating the successful creation of dozens of centers across the United States.
As a founding partner of Russell, Rea & Zappala, Don spearheaded creative tax-exempt financing structures that established the firm as a leader in the competitive investment banking industry. He was also instrumental in developing Chester Solid Waste, collaborating with Westinghouse to create the nation’s largest waste-to-energy facility, now operated by Covanta.
Don’s expertise extended to a number of solid waste projects, including Valley Landfill, Cougar Landfill, Apex Landfill, and the Summit McCook transfer station. A master problem solver, he played a vital role in the acquisition and development of Laurel Mountain Partners’ portfolio of businesses.
Though mostly retired, Don continues to contribute his expertise to Laurel Mountain as a valued strategic advisor to the team. His decades of experience and innovative thinking remain a cornerstone of the firm’s success.
